Victoria has recorded 473 new locally acquired COVID-19 cases - the state's highest daily tally since the outbreak began - as the Andrews government continues its work on a roadmap out of lockdown.
The health department on Monday confirmed 202 cases were linked to known outbreaks, with the source of the remaining 27 infections under investigation.
